What's the problem facing by setting the RPC class at RS level instead of 
region level? When ever one of the phoenix table region opened in the RS we are 
setting the property with ServerRpcControllerFactory. So next time onwards when 
ever create HTables in the RS with we go with rpc controller factory. So that 
all the writes to index and meta tables have highest priority and as 
[~an...@apache.org] mentioned RS->RS writes for upsert select also going with 
highest priority.
With [~yhxx511]'s patch the short-circuit write optimization will not work 
because the connection created is not a coprocessor connection.
