In addition to the configuration mentioned in the above comment, since Phoenix 
wraps TransactionProcessor coprocessor with {{PhoenixTransactionalProcessor}}, 
you'll also need to override class {{HBaseTransactionPruningPlugin}}. I'm 
writing up the documentation for this feature that will describe this in 
detail.
