Added a config phoenix.use.stats.query that controls whether stats should be
used when planning query. Also deprecated the old config phoenix.stats.enabled
and replaced it with phoenix.stats.collection.enabled to make it more explicit
that collection of stats and using of stats for query planning are controlled
by different configs.
