[~lhofhansl] The only case when lack of handlers may lead to dead lock is when
our internal RS-RS call cause an another RS call on the destination side (
regardless the priority). As for the patch, do I understand correctly that it
will runs scan through index pool? Could it be possible that due the large
number of regions all those scans will occupy all index handlers and they will
be unable to serve index mutations ( without changes from PHOENIX-3974 those
index mutations will go through the regular handlers, so the problem will be
just masked).
