Patch that controls when the rebuild task is running instead of being on the
mercy of a concurrent scheduled process which just made things flappy. I also
discovered a somewhat major bug in PhoenixIndexFailurePolicy where we were not
correctly determining the value of rebuildIndexOnFailure which was causing
rebuild to not run and test to flap/fail.
[~jamestaylor], please review. I am hoping this is it for this pesky little
test!
