I guess the question would be whether we see a value in testing index failure
scenarios when rebuilder is off? My hunch is no because we are disallowing DMLs
with SCNs which is what users would likely want to do to somewhat mimic index
rebuilding. We still have the case parameterized for the case when index
rebuilder fails.
