I have attached a v2 patch. I fixed the issue with UPDATE_CACHE_FREQUENCY and
made sure none of the tests set CURRENT_SCN during upsert. \
There was an issue with rowtimestamp column and RVC in
UpsertSelectIT.testRowTimestampColWithViewsIndexesAndSaltedTables so I filed
PHOENIX-4243
