Adding retry for transition from DISABLE -> INACTIVE or PENDING_ACTIVE ->
ACTIVE as it seems that tables are sometimes not online on the first check.
[~rajeshbabu] - do you think it makes sense to check for index regions online
only if the index table is in a DISABLE or PENDING_ACTIVE state (i.e. after a
write failure when we haven't yet transitioned them)? Is that an expensive
check to see if all regions are online?
