Ankit found that lots of ITs are failing due to port-conflicts
This lead me to find HBASE-20224 which changed the default value of
{{hbase.localcluster.assign.random.ports}} from true to false.
Unless HBase changes this back, we need to forcibly set this property in
Phoenix, otherwise our parallel tests will fail.
