Views in Phoenix are implemented via metadata rows in System.Catalog. We've
seen issues in the past where creating a large number of views can cause
problems in a cluster. Splittable System.Catalog in PHOENIX-3534 may alleviate
these problems, but not make them go away.
It would be a good feature for operators to be able to set a maximum number of
views that could be created, either on an absolute or per-tenant scale.
