Summary: IndexScrutinyTool does not output metadata for background
jobs

If we run the scrutiny tool in the background, it exits early and never gets to
the code that writes to output metadata table. This includes info like when
then job was run, counts of the invalid rows, etc.
We might need to do this in the reducer, the way IndexTool reactivates an index?
