1) Remove version numbers when already specified in base pom's
dependencyManagement section
2) Change sqlline scope to 'runtime' since we don't need it to actually
compile. (technically this shouldn't be in the pom and should be an assembly
thing that gets added to a tarball, but that's another jira for another day...)
3) Change findbugs scope to 'provided' - we don't need this beyond
compiling/testing
4) Remove hbase-annotations and hadoop-annotations. We don't seem to be using
these anywhere.
