When setting phoenix.connection.autoCommit=true, upgrading CATALOG table fails
with the following error:

Looks like the following code assumes autoCommit=false, but autoCommit is
false, so upgrading fails:

I think we need to call PhoenixConnection.setAutoCommit(false) explicitly here.
