When the cluster is initialized with "phoenix.schema.isNamespaceMappingEnabled" 
= "true",   SystemCatalogRegionObserver is not added to SYSTEM:CATALOG.

This negates the "select * from system.catalog" fix in PHOENIX-5712 (At least).
