Description: ci-hadoop multibranch is not correctly working for branch:
5.1. Soon after commits landing on 5.1, we don't get new SCM triggered build
running for them (like we do get for master, 4.x and 4.16 branches). (was:
ci-hadoop multibranch is not correctly working for branch: 5.1 and 4.16. Soon
after commits landing on both branches, we don't get new precommit build
running for them.)
