Fix For: 5.2.0
To make consuming events from the change data capture framework easier, we
should expose a REST API rather than making users deal with Kafka directly.
There should be APIs for:
* Creating, deleting, and discovering Table and view-specific streams
* Reading from a given stream by its name and offset
All of the above should have support for tenant-owned views and streams
