    Description:  PHOENIX-3955 does this for KEEP_DELETED_CELLS, 
REPLICATION_SCOPE, and TTL so that both data table and it's indexes have these 
properties in sync. There should be a way so that a custom table level property 
declared (internally a METADATA in TableDescriptor of the data table) is always 
inherited by the indexes. This of course should be controllable by a config so 
that the properties to inherit can be customized  (was:  PHOENIX-3955 does this 
for KEEP_DELETED_CELLS, REPLICATION_SCOPE, and TTL so that both parent table 
and it's indexes have these properties in sync. There should be a way so that a
