Description:
Even though we only get the time with millisecond precision, we should
implement the function.
Chiefly because both the exising CURRENT_DATE() and CURRENT_TIME() are really
just CURRENT_TIMESTAMP() with millisecond precision.
Once we have CURRENT_TIMESTAMP, update the NOW() function to point to it,
instead of CURRENT_DATE()
