Description:
Phoenix currently treats temporal types as WITHOUT TIMEZONE (LocalDate - like)
types.
We could implement WITH TIMEZONE types, that behave like Instants.
See the discussion in PHOENIX-5066, and the abandoned PRs for PHOENIX-5066 on
how this could work.
