As part of PHOENIX-7140, while upgrading to Apache parent v30 from v23, the
maven-dependency-plugin inherently gets bumped to 3.6.0 from 3.1.1. This bump
causes build to fail as new violations are detected. We need to fix those
violations and remove the hard coded version from pom.xml so that parent
version can be inherited.
