Summary: Add ITs for client write behavior when they encounter ATS
state.

Steps:
1. This cluster is ACTIVE.
2. Client creates a connection to this cluster.
3. Client is writing some data to the cluster.
4. In the meantime using admin tool, we updated the CRR of this cluster to
Active_TO_STANDBY state.
5. Client is still writing to this cluster.
What will happen to writes from step#5. What exception will client see?
