Fix For: 5.3.0
PHOENIX-5117 introduced the metric for count of rows scanned.
UncoveredIndexRegionScanner and UncoveredLocalIndexRegionScanner were not
implemented correctly and hence the metric is not populated when uncovered
index is scanned.
