Given the big refactor done with 5.2.0 release and how phoenix-core module is
divided into core-client and core-server modules, the current backward
compatibility test framework cannot support downloading phoenix 5.2 artifacts
and run tests against 5.3 server.
The purpose of this Jira is to implement the required framework changes to
support phoenix versions starting from 5.2 onwards.
