I don't think it can happen without paging.

I have only seen the issue happen with dummy cells.
In case of real results, the client sees real result rowkeys, and the HBase
client logic works correctly.
In case of dummy Cells Phoenix does some next/previous rowkey manipulation
instead, and I assume that's what causes the problem.

That would be great for getting HBase 3 support quicker, but I think that
switching to the
HBase native Cursor would be an altogether better solution, so it's worth
exploring that
