The vote script doesn't work for me, since Apache instituted a robots.txt that
wget sees disallows the download.
After these changes this should work reliably, e.g.:
{{bash ./dev/phoenix-vote.sh -s
https://dist.apache.org/repos/dist/dev/phoenix/phoenix-5.3.1RC3 -o ~/tmp/VOTE}}
