add function timezone offset
Function for get offset (shift) of timezone at particular datetime. Example
use case: let's say you have stored some data in some offset and want to query
like this:
```SQL
SELECT * FROM table
WHERE offset = TIMEZONE_OFFSET('Indian/Cocos', TO_DATE('2014-02-01
00:00:00'))
```
