The e2e test harness will need to be deployed in a number of different ways.
For example, we will most likely want to be able to deploy it to a local
cluster, to a cloud based cluster (via a tool like whirr), and to a
pseudo-cluster on a single box. To enable this a deployment interface should
be built.
