I don't particularly care about the Windows compatibility one way or another, but it seems to me like if a .py script is the eventual goal, then rather than having 2 divergent shell scripts that will have to be unified in the .py script later on, it would make sense to make the windows runner a python script to begin with, then make it compatible with the current pig bash script, and deprecate the latter.
