What is the reason for separate AM and Tez DAG acls? Would there be a case
where you expect an AM to be launched by one user and to be used for DAG
submission by others or just different DAG acls for scripts submitted from same
pig/hive shell by a user? When should the DAG acl be set?
I believe for the AM, we set the TezConfiguration in TezClient. And for DAG,
set it using DAG.setAccessControls(). What happens if ACL is not set? Is it
view and modify for all?
