This logs the partition keys and the filter condition pushed down by
PartitionFilterOptimizer and PredicatePushdownOptimizer. It also makes
PartitionFilterOptimizer return null for reportChanges if there is no change to
avoid unnecessarily iterating 100 times in PlanOptimizer without any change in
the plan.
