Aesthetically, I prefer Panorama. It's less clunky than a big vertical scroll bar. Also, the purpose of a suggestion popup is to allow the user to narrow down results, such that scrolling often isn't even necessary.
However, I don't feel strongly about it and would be fine with using a ScrollPane instead - I don't think we should make this change before 2.0 is released, though.
