I checked:
- no incubating in name or DISCLAIMER file
- all sources have ASF headers using rat plugin
- can compile from source

I ran 

mvnw.cmd -P with-java -P with-python -P with-proxies -P with-dotnet -P with-cpp 
-P with-python install

On Windows 10 64-Bit (Version 1803).

So +1 for the release.
