Jira account for PLC4X project

Hi,
I'd like to contribute to the PLC4X project. Can you create a Jira account for 
me so I can create tickets? (I found these guidelines 
https://infra.apache.org/jira-guidelines.html#who saying I'd need to send an 
email about this).
I'd like my username to be "SteinOv".
