I can't verify it. Cloning sheets with images is working fine for me with 3.8-beta4. Please supply more info in the Bugzilla ticket that you've opened. Anyway, even if we have a regression, I don't think it is a blocker. The status of this release candidate is beta and all found issues and regression will be certainly fixed by 3.8-final!
