The scope of #58130 is only Icon Sets, Data Bars and Color Scales. There's
another family of Conditional Formattings added Office 2007+, which is the
Conditional Formatting Filters. In Office 2010, these are called "Top/Bottom
Rules"
So we don't forget that these CF rules exist too, this issue exists to track
that missing functionality
