Alain Béarez has contributed several pull requests for a common charting API between XSSF and XSLF via github-68 [1] and github-72 [2] that need a signed contributor license agreement before merging. The CLA is in progress.
Sandeep Tiwari recently opened bug 61745 with a patch for XWPF. This is a smaller patch that probably doesn't require a CLA (code submitted to POI devs for inclusion in POI is implicitly ASL 2.0 licensed unless stated otherwise). I don't think this change conflicts with Alain's work. If someone is interested in using XDDF in XWPF, that work can be done after this patch is committed.
