Thanks but we could not accept this PR in its current form. In Apache POI, we never remove code without first deprecating it. You have removed lots of CellUtil code. This would need to be retained and marked as deprecated. We would need to support the old style constants and the new enum for a transition period. Generally, we have lost interest in making big API changes.
