   Lets the Gradle build publish snapshots to the ASF Nexus snapshots 
repository. CI is not set up in this PR.
   
   - Adds an `apacheSnapshots` repository 
(`https://repository.apache.org/content/repositories/snapshots/`), only for 
`-SNAPSHOT` versions and only for the modules released in 5.5.1: poi, 
poi-ooxml, poi-ooxml-full, poi-ooxml-lite, poi-scratchpad, poi-excelant, 
poi-examples.
   - Credentials come from the Gradle properties `apacheSnapshotsUsername` / 
`apacheSnapshotsPassword` (or `ORG_GRADLE_PROJECT_apacheSnapshotsUsername` / 
`ORG_GRADLE_PROJECT_apacheSnapshotsPassword` env vars). Without them, `publish` 
fails fast.
   - Signing is no longer required for snapshot versions.
   - POM metadata now matches the 5.5.1 POMs in Maven Central: https 
license/organization URLs, https in the license header comment, no `developers` 
/ `issueManagement`.
   
   The existing POM rewrite that makes poi-ooxml depend on poi-ooxml-lite 
instead of poi-ooxml-full is unchanged. Gradle module metadata stays disabled, 
and test-only dependencies are not in the POMs.
   
   Usage:
   
   ```
   ./gradlew publish -PapacheSnapshotsUsername=... -PapacheSnapshotsPassword=...
   ```
   
   Tested with `./gradlew publish --dry-run` (publish tasks exist only for the 
7 modules) and by comparing the generated POMs with the 5.5.1 ones. Nothing has 
been uploaded to Nexus yet.
