-1 due to NOTICE concerns

Iceberg jars (e.g. iceberg-api-1.11.0.jar) contain a NOTICE referencing
Kite (same as in Iceberg src [1], but the Polaris bundle NOTICE does not
include it.

Same for commons-math3-3.6.1.jar referencing Orekit [2].

I believe we ought to propagate that to the Polaris bundle notice, right?
