An unintentional consequence of using Serialization framework for Configuration
initialization is that "Identity" must be part of the read document, but that
shouldn't be required and identity come from the service's identity.
Currently, I don't think we have a mechanism to feed "missing" fields to the
serializer, but perhaps that is what is needed.
