We could make a release right now, but I think the majority of the
active people would rather want to get Foal to a stable place and
release that instead - I know I do :).
There is development going on towards that end, albeit slowly, and we
have usually had a good response rate when it was time to vote on a new
release.
I think the questions for graduation should be:
1) Is there anything left for the incubator to teach?
2) Do we have sufficient (>= 3) PPMC oversight?
As for 1, I think we know what we need to know. PonyMail is largely
comprised of ASF members and others with intimate knowledge of the
processes. This was before straight-to-tlp was an option, hence
incubator was picked, IIRC.
As for 2, I think we have the bare minimum. Perhaps if we work towards
releasing Foal, we'll figure out how we stack up :)

ones, and maybe a handful of watchers/drive-by committers), I feel that
