This is similar to #59 but flagging as spam would still allow the mails to
be viewed if necessary.
For example, the mails could be regularly extracted to train spam detectors.
Also the classification could be done by almost anyone (*), rather than
relying on a special admin person. The more people who vote a mail as spam, the
better the classification is likely to be.
(*) probably best to restrict this to logged-in ASF users. Or even ASF
members / PMC members.
