[PIO-167] Remove temporal maintenance tool from the community powered
projects
Further update following #472.
First of all, Great thanks for @Wei-1's documentation work.
But I don't want to list my maintenance scripts for the official templates
in the community page because we need a essntial solution to make the official
templates maintenance easy and these scripts are very temporary. I don't want
to spread them officially. This pull request is just remove it from the
community powered projects.
I appreciate your understanding and cooperation.

> 1. On this page, [https://predictionio.apache.org/start], there is a link at
> the bottom `making some modifications`.
> However, the link is going nowhere since it points to the same page.
> 2. In community docker support, there are some minor version update
> MingFang's image already supports up to 0.12.1 instead of 0.8
> Fabian M. Borschel's image supports up to 0.9.6
