-1 It should be part of the ACLs, not a configuration. Now, only the tenant admin or super user can delete the topic. You can leverage Pulsar's AuthorizationProvider to implement fine-grained access control since Pulsar doesn't have it right now. But Pulsar has already defined the operation NamespaceOperation.DELETE_TOPIC
