This PR only adds a new config and does not affect the default path. However, it has many benefits, especially if you want to use topics in a certain namespace as custom system topics. Then you can exclude the namespace from the load shedding decision, which makes them stable. Please share your thoughts if you have any concerns or objections. Thanks, Yunze
