Under Win32 use c:\MyDir\YourDir\OurDir and not a file URL or whatever.
Also don't hack the bootsrap.ini of OOo in that way that the $ORIGIN or
 another variable has been exchanged to a full FileURL.

UserInstallation=$ORIGIN/..

There is a bug in the TestTool Environment to extract the correct path.
Will be also fixed soon.
