Or to put it the other way round: If the issue is closed but still the problem occurs in the current developer snapshot, then the issue needs to be reopened.
Sorry to look stupid, but that would imply/explain the difference between Resolved:Fixed & Resolved:Closed.
I guess that is rhetorical, but please correct me if I am wrong.
