Make sure you allow cookies. Although a login should't work in the first place, it may be that you have different policies for different parts of OOo (= you don't allow cookies from issuezilla). Apart from that, check your proxy settings/try to disable the proxies. Especially if you have ECN enabled and don't have direct internet-access, this is likely to cause problems because your requests maybe dropped by some firewall/router.
