No, it's not a logistic reason, but one of the licenses. OOo itself is
under LGPL, the german dictionaries are under GPL.
So .. if you would bundle the dictionaries diectly with the OOo package,
you would need to release the whole package under GPL.
I wouldn't say it's exactly trivially easy to find the missing files
from the german download-sites and find out how to install them,
particularily for someone used to just using a computer as a tool and
not any way involved with SW-development, administration etc.
We removed the files / documentations from the german sites (at least
the prominent links), as you can use DicOOo to download and install the
dictionaries. I't included as wizard (or Assistent in German).
Perhaps Andre might like to shed some light on what is the current
policy here.
Hope this bought some light. But correct projects to discuss this was
installation, external, lingucomponent and the authors of the dictionaries.
