I'm not sure that mixing content and presentation is a good idea: the TCM itself should be able to insert a <br> every time it finds a newline in the testcase description. If using HTML in testcase description is allowed, then also steps should be numbered via <li> elements. This is not really important, but some consequences are. For instance, testcases like Base #110005 are unreadable in standard-compliant browsers because they use "<" and ">" within the testcase description (a fragment saying "Enter <name> <address>" is interpreted as HTML and thus unreadable). This is OK, but I had to insert supplementary information after I got repeated false alarms from testers (the dialog is so unusable that it seems not to work!).
